Subject: Procedure for obtaining Foreign Going M.E.O. Certificate of Competency under STCW'95 valid for ships upto 3000Kw propulsion power for holders of Near Coastal Voyages Certificates of Competency limited to BIMMS Area under STCW'95.

  1. Purpose:

    The purpose of this notice is to prescribe the procedure for progression from Certificates of Competency issued under Regulation III/1 and III/3 read with Regulation I/3 of STCW'95 to candidates for service on vessels on near coastal voyages by Government of India. These Certificate of Competencies under Regulation III/1 and III/3 read with Regulation I/3 of STCW'95 are issued for service on ship having propulsion power of not more than 3000Kw and plying in near coastal areas encompassed between the ports of Bangladesh, India, Maldives, Myanmar and Sri Lanka (BIMMS). It is decided to facilitate candidates holding these Certificates i.e. M.E.O. (NCV) to obtain Foreign Going M.E.O. Certificate of Competencies for service on any foreign going ship upto 3000 Kw propulsion power

  2. Application:

    This notice is applicable to the candidates holding. Certificates of Competency as M.E.O under Regulation III/1 and III/3 read with Regulation I/3 of STCW'95 for near coastal voyages issued by Government of India and desirous of obtaining a Certificate of Competency as M.E.O. valid for service on any foreign going ship upto 3000 kW propulsion power.

  3. Associated Legislation:

    This notice shall be read in conjunction with the appropriate provisions of following associated legislation / Merchant Shipping Notices / Circulars.

    1. The Merchant Shipping Act, 1958
    2. The Merchant Shipping (STCW) Rules 1998
    3. The Maritime Education Training and Assessment Manual Vol. I & II
    4. Associated Merchant Shipping Notices and circulars
  4. Categories of Certificate of Competencies:

    Following certificates of competency shall be awarded under this scheme:

    1. Certificate of Competency as MEO Class IV [Officer in Charge of an Engineering Watch (OIC EW)] of a foreign going ship at Operation Level under Regulation III/1 of STCW'95 with limitation to work on ships upto 3000kW propulsion power.
    2. Certificate of Competency as MEO Class II (Second Engineer Officer) of a foreign going ship at Management Level under Regulation III/3 of STCW'95 with limitation to work on ships upto 3000kW propulsion power.
    3. Certificate of Competency as MEO Class I (Chief Engineer Officer) of a foreign going ship at Management Level under Regulation III/3 of STCW'95 with limitation to work on ships upto 3000kW propulsion power.
  5. Procedure:

      • Award of Certificate of Competency as MEO Class IV (OIC EW) at Operation Level under Regulation III/1 of STCW'95, valid for ships upto 3000 kW propulsion power, to those Candidates who are in possession of MEO Class - IV (NCV)

    1. Candidate should be in possession of Certificates of Competency under Regulation III/1 read with Regulation I/3 of STCW'95 for near coastal voyages issued by Government of India and should have completed at least 12 months of approved qualifying sea-going service as a Officer in Charge of an Engineering Watch (OIC EW) on sea-going ships powered by main propulsion machinery of 750Kw and above operating in near coastal voyages in BIMMS area after obtaining the certificate of competency as MEO Class IV (NCV).
    2. Undergo an approved course of three months duration (If not attended earlier).
    3. Appear and pass the written and oral examination in the subjects stated below;

      (A) Function: Marine Engineering at Operational Level

      i) Marine Engineering Knowledge (General & Motor)

      (B)Function: Controlling the Operation of The Ship & Care for Persons on Board at Operational Level.

      i) Ship Safety and Environmental protection,

      Note: The syllabus of the written and oral examination is as per Annexure-II

      5.2 Award of Certificate of Competency as MEO Class II (Second Engineer Officer) at Management Level under Regulation III/3 of STCW'95 valid for ships upto 3000 kW propulsion power to those candidates who are in possession of Certificate of Competency as MEO Class - III (2/EO) (NCV)
    4. 5.2.1 Candidate should be in possession of Certificates of Competency under Regulation III/3 read with Regulation I/3 of STCW'95 for near coastal voyages issued by Government of India and should have completed at least 12 months of approved qualifying sea-going service as a Officer in Charge of an Engineering Watch (OICEW) on sea-going ships powered by main propulsion machinery of 750Kw and above operating in near coastal voyages in BIMMS area after obtaining the Certificate of Competency as MEO Class III (2/EO) (NCV) .

      5.2.2 Undergo an approved course of three months duration. (If not attended earlier).

      5.2.3 Appear and pass the written and oral examination in the subjects stated below;

      (A)Function: Marine Engineering at Management Level

      i) Marine Engineering Knowledge (General & Motor)

      (B)Function: Controlling the Operation of The Ship &Care for Persons on Board at Management Level

      i) Ship Safety and Environmental protection

      Note: The syllabus of the written and oral examination is as per Annexure-III.

       

      5.3 Award of Certificate of Competency as Certificate of Competency as MEO Class I (Chief Engineer Officer) at Management Level under Regulation III/3 of STCW'95 valid for ships upto 3000 kW propulsion power to those candidates who are in possession of MEO Class - III (CEO) (NCV)

      5.3.1 Candidate should be in possession of Certificates of Competency under Regulation III/3 read with Regulation I/3 of STCW'95 for near coastal voyages issued by Government of India and should have completed at least 12 months of approved qualifying sea-going service as a Officer in Charge of an Engineering Watch (OIC EW) on sea-going ships powered by main propulsion machinery of 750Kw and above operating in near coastal voyages in BIMMS area after obtaining the Certificate of Competency as MEO Class III (C/EO) (NCV).

      5.3.2 Undergo an approved course of Two months duration.

      5.3.3 Appear and pass the written and oral examination in the subject stated below:

      (A) Engineering Management

      Note: The syllabus of the written and oral examination is as per the Annexure- IV.

       

  6. Conduct of the Courses:

    The courses mentioned at 5.1.2, 5.2.2 and 5.3.2. shall be conducted at LBS College of Advanced Maritime Studies & Research, Mumbai . The written examination and assessment shall be carried out by the Institute and orals shall be conducted at MMD's.

  7. Fees:

    The fee for the written and oral examination will be charged as follows:

    a) Conversion to MEO Class IV OIC EW with a limitation to work on ships upto 3000 kW propulsion power.

       i) Written examination                                                                     Rs. 750.00

       ii) Oral examination                                                                         Rs. 750.00

     

    b) Conversion to MEO Class II (Second Engineer Officer) with a limitation to work on ships upto 3000 kW propulsion power..

        i) Written examination                                                                      Rs. 1500.00

        ii) Oral examination                                                                          Rs. 1500.00

     

    c) Conversion to MEO Class I (Chief Engineer Officer) with a limitation to work on ships upto 3000 kW propulsion power.

        i) Written examination                                                                     Rs. 3000.00

        ii) Oral examination                                                                         Rs. 3000.00

     

  8. A Flow diagram describing the scheme is given in Annexure - I.
  9. Candidates who are successful in passing any subject(s) of any grade of the Marine Engineer Officer's examination shall not be required to appear again in that subject(s) at the subsequent attempts. However, the period of passing between oral and written examination of that function must not exceed 18 months.
