Subject: e-Module for Examination System -Nautical Grades
1. Introduction
- Directorate General of Shipping and its allied offices in India conduct competency examinations and issue certificate of competency for all the grades of nautical and engineering discipline. The examination process includes several activities such as sea service assessment, seat booking for written/oral examination, issuance of admit cards, declaration of results and finally, issuance of certificate of competency.
- In order to facilitate the process of examination, the e-module for examination system, under 'e-Samudra' project, has been developed. The e-module is developed with an aim to reduce the redundancy of work and human intervention in the examination process. The e-module facilitates seafarers for applying 'online' for assessment and seat booking.
2. Go Live
- The e-module for examination system was put on 'pilot run' for the examinations of ASM from March 2010. The e-module has since been further 'fine-tuned' by incorporating several feed back received from examination centers. Subsequently the representatives of e-governance team have visited all examination centers and have provided 'on-site' training to the examiners and the staff.
- This e-module has also been functioning 'live' since July 2010 and seafarers desiring to appear in the ASM examinations have been applying 'online' for assessment of eligibility, seat booking for written/oral exam and 'online printing of their admit card. Annex 1 of this notice provides the salient functional features of this e-module.
3. In view of satisfactory functioning of the e-module for the examinations,
- it is hereby decided that, manual application form (Form-15) for assessment/seat booking for ASM, will henceforth, not be accepted except in contingency wherein the domain server is non-functional for substantial period of time and hence so directed by the office of Chief Examiner of Masters & Mates.
- continuing the development of the e-module for the examinations, the 'online' submission of application form (Form 15) for First Mates Phase1 & 2 has also been completed. This e-module will be put on 'pilot run' with effect from 1.3.2011. Therefore it is decided that respective examination centers should encourage candidates for the said examination grade to submit 'online' application. Thereafter the system generated Form 15 alongwith printed (green/white copies) hard copies of the Form 15 should be submitted in the respective examination centers by the candidates.
- Procedure for 'fresh' candidates (whose assessment is not already completed) would be same as per annex 1 and candidates can apply 'online' for assessment and seat booking from any internet connection. 'Repeater candidates are required to come to examination center for submitting 'online' applications as per procedure stated under para 2.3 of the annex 1.
- Candidates are advised to approach respective examination centers for resolving any difficulties being encountered during submission of 'online' application during the 'pilot run' phase. Examination centers are advised to forward their feed back to this Directorate (it@nsdrc.com, azad@dgshipping.com, egov-exam@dgshipping.com ) by 31.3.2011.
4. Examination Centers are advised to follow the 'User Manual' which has already been provided to them for all the internal processes of various on-line applications.
