Shri Shyam Jagannathan, a 1997 batch IAS officer of the Assam Meghalaya cadre, assumed office of the Director General of Shipping under Ministry of ports, Shipping and Waterways, Govt. of India on 03rd July, 2023. He has earlier served as Zonal Development Commissioner, Santacruz Electronic Export Processing Zone (SEEPZ), Special Economic Zone (SEZ), Mumbai under the Ministry of Commerce and Industry, Govt. of India at Mumbai.
In his earlier assignments with the State Government of Assam, Shri Shyam Jagannathan has served as Commissioner & Secretary, Finance Department and Commissioner, North Assam Division.
Shri Shyam Jagannathan has also served as Commissioner, Commercial Taxes, Chairman Civil Supplies Corporation, Department of Food & Civil Supplies, Department of Finance, Government of Kerala and separately as District Magistrate of West Garo Hills in Meghalaya, thereby giving him the diverse exposure of the three States of Assam, Kerala and Meghalaya.
He has domain knowledge in the core areas of public finances, export promotion, prospective planning, public policy analysis and sectoral exposure to Animal Husbandry and Veterinary Rural development and judicial processes.
Presently, in the assignment of D.G. Shipping, an attempt is being made to leverage technology-based solution to computerize end to end the work flow process of the Directorate General of Shipping and the Examination Reforms for the compliance to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
The Director General of Shipping (DG Shipping), functioning under the Ministry of Ports, Shipping and Waterways, is the apex maritime authority in India. The DG Shipping is entrusted with a broad mandate to regulate, develop, and administer the maritime sector in alignment with national interest and international commitments. The major areas of responsibility are as follows:
- Maritime Governance and National Interest
- Serve as the apex administrative interface and maritime authority for the nation.
- Formulate and implement policies to protect and further India’s maritime interests in both national and international arenas.
- Seafarer Welfare and Safety
- Ensure the welfare, safety, and working conditions of over five lakh Indian seafarers at all times.
- Oversee seafarer certifications, grievance redressal, welfare schemes, and repatriation assistance.
- Marine Environment Protection
- Safeguard the marine environment through enforcement of relevant national and international environmental conventions.
- Monitor and regulate activities to prevent marine pollution from vessels and maritime operations.
- Vessel Registration, Survey, and Regulation
- Regulate the registration, classification, and operational aspects of all Indian seafaring vessels.
- Oversee vessel design standards, surveys, inspections, and certifications, ensuring compliance with national and international norms.
- Maritime Training and Certification
- Supervise and regulate the maritime training ecosystem, encompassing over 165 pre-sea and post-sea training institutes across India.
- Ensure quality standards in training, examination, and certification of maritime professionals.
- International Maritime Cooperation
- Represent India at global maritime forums including the International Maritime Organisation (IMO), London, and participate in multilateral engagements.
- Promote international cooperation to further India's maritime interests and uphold global maritime conventions and protocols.
- Port Safety and Multimodal Logistics
- Oversee and ensure navigational safety and port security in coordination with Port Authorities and other maritime security agencies.
- Facilitate and monitor economic and safe multimodal transport and transhipment of cargo at both major and non-major ports.
- Maritime Domain Awareness and Navigation Standards
- Develop and enforce navigational standards for commercial vessels.
- Enhance maritime domain awareness to ensure safe, secure, and efficient maritime operations in Indian waters.
