International Engagements
The Directorate General of Shipping (DGS) actively collaborates with leading international maritime organisations to strengthen India’s maritime safety framework, operational standards, and global alignment. These engagements support capacity building, knowledge exchange, and the development of modern regulatory practices across the maritime sector.
Engagement with INTERTANKO
The Directorate engages with INTERTANKO, a globally recognized organization representing independent tanker owners, to advance shared goals in maritime safety, environmental protection, and workforce development. The DGS participated in the INTERTANKO Seafarers’ Seminar held on 25 October 2024. Additionally, a meeting was convened with INTERTANKO at the DGS office on 22 April 2025, during which discussions were held on green shipping initiatives, ballast water management systems, enhancing crew development, bridging skill gaps through INTERTANKO’s seafarer initiatives, and port-side safety and security matters.
DGS engagement with INTERTANKO aims to:
- Promote international best practices in tanker operations and safety management
- Support initiatives for upskilling and professional development of Indian seafarers
- Encourage knowledge-sharing on modern operational, regulatory, and sustainability standards
- Facilitate industry-led interactions contributing to India’s leadership in global tanker operations
This engagement strengthens India’s vision to enhance the competence of its seafaring community and improve global competitiveness in the tanker segment.

Engagement with the International Group of P&I Clubs (IGP&I)
The International Group of P&I Clubs plays a crucial role in maritime insurance, liability management, and technical expertise during maritime incidents. DGS’ collaboration with the IGP&I focuses on creating a cooperative mechanism for effective casualty response and preparedness. An MoU has been signed between DGS and IGP&I to facilitate closer cooperation.
The collaboration focuses on:
- Early coordination between authorities, P&I representatives, salvors, and technical experts
- Strengthening response frameworks for wreck removal and pollution threats
- Facilitating joint training, workshops, and post-incident review exercises
- Improving communication channels for swift emergency decision-making
- Developing structured and transparent casualty-handling processes
This engagement enhances India’s capability to handle maritime emergencies in a proactive, coordinated, and internationally aligned manner.
Engagement with OCIMF
DGS is actively engaging with the Oil Companies International Marine Forum (OCIMF) to strengthen safety, security, and operational standards in India’s offshore sector. DGS and OCIMF jointly organized the Collaborative Workshop on Safety, Security and the Offshore Sector on 26 June 2024, with participation from over 200 industry stakeholders.
The workshop focused on advanced safety management systems, cybersecurity, inspection and assessment practices, and regulatory frameworks aligned with international standards.
Participants discussed the application of OCIMF tools SIRE, TMSA, OVID, and MTIS to enhance compliance and operational oversight.
This engagement reinforces cooperation between DGS and OCIMF and strengthens safety and risk management across India’s offshore marine operations.
