The Merchant Shipping (Management for the Safe Operation of Ships) Rules, 2000, as amended and the Merchant Shipping Notice No.9 of 2014 which are available on the DGS website provide the details for any company desirous of acquiring the Indian DoC for the technical management of ships in accordance with the ISM Code.

The Merchant Shipping Notice No.9 of 2014 provides a comprehensive list of documents and details for the benefit of the stakeholder. Few of the mandatory documents are as listed below:

  1. Application letter
  2. Background of the Company
  3. Organization structure
  4. Designated Person Ashore (DPA) qualification & experience, along with copies of COC and CDC
  5. Types of ships for which DOC–ISM Code is being applied
  6. Hard and soft copy of the company’s Safety Management System (SMS) document (Apex Manual)
  7. IMO Identification Number for the company issued by IHS Maritime
  8. Copy of registered document for the office premises
  9. Copy of Certificate of Incorporation issued by Registrar of Companies
  10. Copy of Memorandum/Articles of Association
  11. Company declaration (i.e. Form ISM–03, ISM–14, or ISM–15)
  12. Proof of payment of requisite fees through Bharat Kosh

The detailed fee structure for the various process of audits and certification under the ISM Code are specified in DGS Circular No 13 of 2010 which is available on the DGS website. Applicants are required to make payments through Bharat Kosh in favour of the Directorate General of Shipping.
