Council
The International Maritime Organization (IMO) Council functions as the executive organ of the Organization and operates under the authority of the Assembly. It is tasked with supervising the work of the IMO, ensuring the implementation of decisions taken by the Assembly, and coordinating the activities of various IMO bodies. The Council plays a crucial role in steering the Organization's agenda between Assembly sessions and in facilitating effective governance across the maritime sector.
Comprising 40 Member States, the Council is elected by the Assembly for two-year terms, with members selected based on their interest in maritime transport or their contribution to international shipping and navigation.

The Council is divided into three categories—A, B, and C—each representing different aspects of the maritime industry. India currently holds a seat in Category B, which includes countries with the largest interest in international seaborne trade. This category reflects India's significant maritime footprint and its strategic position in global shipping routes. As a Council member, India actively contributes to agenda-setting, policy discussions, and governance reforms.
India's participation in the Council is guided by its commitment to making the IMO more inclusive, transparent, and representative of the diverse interests of Member States, especially developing and emerging maritime nations. This includes advocating for greater capacity-building support, enhanced digital governance, and equitable representation in decision-making processes.
