International Convention for the Safe and Environmentally Sound Recycling of Ships Implementation


India's leadership in implementing the International Convention for the Safe and Environmentally Sound Recycling of Ships (Hong Kong Convention) is actively supported by the Engineering Wing.

The Hong Kong Convention officially entered into force on 26 June 2025, marking a historic step toward global standardization of safe and environmentally sound ship recycling. India is among the first countries to operationalize the Convention through national legislation and infrastructure.

Entry into Force of the Hong Kong Convention - The Way Forward

  • Full-scale implementation of the Hong Kong Convention (HKC) across ship recycling facilities in India, aligned with international obligations and compliance mechanisms.
  • Enforcement of the Ship Recycling Act, 2019, which provides the statutory foundation for HKC compliance and regulates all ship recycling activities in the country.
  • Establishment and monitoring of technical standards for green ship recycling, particularly at Alang and other authorized recycling yards, ensuring conformity with environmental safeguards, occupational safety, and worker welfare standards.
