About Us
The Engineering Wing of the Directorate General of Shipping is headed by the Chief Surveyor-cum-Additional Director General (Technical) and comprises three Principal Officers (Engineering), eight Deputy Chief Surveyors, and twenty-nine Engineer and Ship Surveyors.
The Engineering Wing is responsible for the following core functions :
- Survey and certification of Indian ships, including passenger vessels, to ensure statutory compliance and implementation of the International Safety Management (ISM) Code on Indian vessels and companies.
- Port State Control (PSC) and Flag State Inspection (FSI) for elimination of substandard shipping; oversight of MARPOL-related matters for the prevention of marine pollution; and all green shipping and decarbonization initiatives.

- Implementation of the Hong Kong Convention and all matters related to ship recycling.
- Monitoring of Recognized Organizations (ROs), bunker suppliers, Fire Fighting Appliances (FFA), and lifeboat/davit service stations.
- Examination and certification of marine engineers in accordance with the STCW Convention.
- Representing and advancing India's position at the International Maritime Organization (IMO), particularly in the Marine Environment Protection Committee (MEPC), Technical Cooperation Committee (TCC), Implementation of IMO Instruments (III) Sub-Committee, and relevant intersessional working groups.
- Convention Responsibilities include:
- SOLAS: Chapters II-1, II-2, III, IX, X
- MARPOL: Annexes I to VI
- Ballast Water Management (BWM)
- Anti-Fouling Systems (AFS)
- Standards of Training, Certification and Watchkeeping (STCW - Engineering)
- Other instruments such as FSS Code, HSC Code, IGF Code, ISM Code, RO Code, NOx Technical Code, etc.
