Deputy Director – Coastal Shipping Branch

The Deputy Director (Coastal Shipping Branch) in the Directorate General of Shipping, under the Ministry of Ports, Shipping and Waterways, is responsible for managing specific functions related to sailing vessels, fishing boats, seafarer identity documentation, and inter-ministerial communication. This role is pivotal in ensuring regulatory compliance, executing maritime policies, and maintaining effective public engagement in accordance with safety, welfare, and administrative objectives.


  1. Seaman Identity Cards for Sailing Vessel Crew
    • Oversee the issuance of Seaman Identity Cards (SID) for sailing vessel crew members, ensuring thorough verification and adherence to DG Shipping regulations.
  2. Closure of Registry of Sailing Vessels
    • Handle applications and issue closure orders for sailing vessel registries in compliance with the relevant maritime laws.
  3. Fishing Vessels/Boats Matters
    • Manage policy-related and regulatory issues concerning fishing boats, including coordination with coastal and fisheries authorities.
  4. RTI Replies and Parliamentary Questions
    • Draft precise and timely responses to RTI applications and parliamentary questions related to the Coastal Branch.
  5. Monthly D.O. Inputs and Ministry Communications
    • Compile monthly reports, contribute to D.O. letter content, and respond to data and information requests from the Ministry as required.

In this capacity, the Deputy Director exercises functional independence and sound decision-making in handling subject-specific matters within the Coastal Shipping Branch. Ship Surveyor-cum-Deputy Director General (Tech.) – Naval Architecture Branch

The Deputy Director in the Naval Architecture Branch of the Directorate General of Shipping holds a technical leadership role, focusing on shipbuilding, ship repair, and associated regulatory compliance. This officer is actively involved in technical assessments, international convention implementation, and supports policy-level decision-making within the maritime architecture domain.

  1. Technical Oversight and International Compliance
    • Nodal Officer: Responsible for all matters related to Shipbuilding and Ship Repair activities.
    • Convener: Leads the Shipbuilding and Ship Repair Cell of the DG Shipping.
    • Passenger Vessel Plans: Reviews design plans and technical documents for passenger vessels.
    • IMO Compliance: Ensures alignment with IMO Conventions such as SOLAS, MARPOL, including areas of construction, stability, fire safety, and ventilation.
    • Seafarer Accommodation: Handles all matters concerning the design and adequacy of crew accommodation and living arrangements.
    • Load Line and Tonnage Conventions: Manages issues related to the International Load Line and Tonnage Measurement Conventions.
  2. Survey Support and Regulatory Responsibilities
    • Technical Support: Provides support for surveys of foreign ships under consideration for Trading License issuance.
